Material counter-signal was also present: courts constrained executive election measures, Missouri officials ultimately complied with the controlling court order, and Ukraine’s independent anti-corruption bodies demonstrated real enforcement capacity. Those outcomes were retained on the W1 runway, but they did not establish stable, durable completion-side output across politics / institutions.
